It means that for some reason the program can't get an image from your camera. In such case you should check
-if the camera is connected. If it's an IP camera, check if you can get image from the camera in its web interface (in a browser).
-if the camera uses login/password authorization, check if corresponding fields are filled in in camera's settings in Xeoma.
-try to follow steps described under "What if your camera was not found" in "+" menu in the panel below.
If none of this helps, please tell us what OS, version of Xeoma and camera's make/model you use.

Not sure if I get this one right. You can install/uninstall Xeoma simply through the program's main menu (Install menu). Do you have issues with that?

Could you attach a screenshot of your settings (the part where you set up attachment)? Looks like you set up video's fps value higher than time between messages interval. Try to set fps to a value lower than time between messages. It must help.
