Cameras fallback to lower quality

Hi there,
I use two Microsoft webcams: a HD3000 and a VX-1000 for outdoor CCTV.
I can enable the max resolution and framerate on both cameras and it displays fine for about 10 seconds then they start falling back to lower qualities and framerates until eventually there running at a very low resolution but an ok framerate.
I am testing this at dusk so I'm wondering is this intentional to try and improve framerate at a cost of resolution (framerate drops the darker it gets). I have tested this out on other software and they display at their correct resolutions on Windows and Linux Mint.
Anyway how do I stop this from happening and if I can't does the quality improve automatically the lighter it gets?
