Client Shortcut Installation Error in Windows

I am trying to install Xeoma on windows 10 and get the following error: Failed To Create a shortcut for the client part of Xeoma. Why is this

Please make sure that you launch Xeoma as Administrator. Also, please check if your OS allows to create shortcuts at all.
