Can your software installed on Ubuntu Linux server for recording and management and access live video streaming from a web browsers in a client locally or remotely located?

Certainly, you can do it with Xeoma Video Surveillance Software.

You can install Xeoma Linux version on your Ubuntu server (console without XWindows - only remote control is possible)
or Ubuntu desktop (GUI with XWindows - both local and remote control is possible), and configure "Network Transmitter" module to work as an IP-cam emulator for streaming jpeg images and mjpeg video to web browsers.
