My RTSP stream from the camera looks perfect. My preview pane also looks perfect. When I view the mkv files or the archive, there are a lot of artifacts around motion, skipping around, and a lot of screens that turn completely green for a few seconds.

You may want to take the URL from "Archive stream parameters" box and copy-paste it to VLC player - can you see similar artifacts there?
If so - the problem lies either with the camera or with the network connecting the camera and the server.
