I an currently running Xeoma client 20.7.31 and it is advising me to update to 20.11.5. I have downloaded 20.11.5 (for Mac) from the website, but when I try to run it, I am told xeoma.app” cannot be opened because the developer cannot be verified.
I looked int Privacy and Security and there is no option to allow it to run.
What can I do?

Privacy and Security is the right place. With Big Sur, unlock first and the greyed out options will become available. In the past you would click first and then be asked to unlock.
Select App store and Identified developers and lock you preferences again.
Install the app (drag to applications) and proceed to open Xeoma and a dialog will appear that says you cannot install as the developer is not identified. (Paraphrased, I forget the exact dialog) With the option to "trash" or "cancel"
Click "Cancel"
Then go back to Privacy and Security and you will see the dialog " "xeoma" was blocked from use because it is not from an identified developer." Along with an option to "Open anyway".
After clicking "Open anyway" you will be asked ONE MORE TIME if you want to trust this software.
I leave the final click to you...
