Xeoma on OS X Server

I'm testing Xeoma for use on a network of Macs. I can't get the software to install on OS X Mavericks Server. Has anyone managed to achieve this? I've open the image file, then clicked on the app to install it. The app starts, then just hangs with the "initialization" message, it never actually finishes.
