I wonder if you ask me the best Operation System for Xeoma. ( Linux, Windows 2012 Server, Windows 2008, Windows 10 or windows 8.1)

From Xeoma’s perspective, both Linux and Windows are equal in terms of productivity.
Linux family is usually chosen because it’s free and easy to manage in console mode.
Windows, on the contrary, is a paid OS family, but its advantage is that more utilities are available for Windows. For example, hardware acceleration in Xeoma can be used on Windows only with nVidia cards or Intel graphic subsystem. But, on the other hand, this hardware acceleration only works for HD/FullHD streams. So, if you are not planning to use HD/FullHD streams or these graphic cards/graphic subsystem, then either of the OS families would be fine for you.
What version to choose exactly within a family is wholly up to you and your personal convenience. Efficiency-wise they are the same to Xeoma. You should remember that newly released OSes tend to naturally have more bugs, while “older” OSes have better support but can be discontinued at anytime.
